Labels used to switch the portal language should be in the target language and not in the currently selected language

Description

Currently, when one wants to switch the portal display to another language, the labels used to advertise this action are in the portal currently selected language instead of being in the language the visitor wants to switch to.

This goes against usability and accessibility.

When viewing a portal in English, one should read : 

Deutsch | Español | Français | Italiano

instead of : 

German | Spanish | French | Italian
