portal_setup: reset toolset and I/O step registries

We need a way to reset the portal_setup toolset and I/O step registries. Otherwise it's impossible to get rid of obsolete import or export steps.

Options:

  • make import or selection of a base profile also reset the registries,
  • have a special button to reset them.

I think clearing registries when a base profile is imported (in both purge and non-purge mode) is safe.
