Removing any remaining traces specifying that PO files should be filled with
Latin characters and not UTF8, since it is not the case anymore.

    248 For some odd reason, we cannot currently use UTF-8; so we have 
    249 fallen back to ISO 8859-15 encoding (latin9). Since it will be the 
    250 default encoding sent by CPS's main template, set it accordingly 
    251 in your po editor. Diacritics signs (accents) or uncommon 
    252 punctuation will be replaced by strange characters if you do not 
    253 use the same encoding as ours... We know this sucks and we will 
    254 use UTF-8 again as soon as possible. (TODO then add a note in the 
    255 software section about the "recode" tool.)
